Scroll down to the "Create Step Image Style" step. I am pretty sure you can add an outline to the "Step Image" style and it would wrap all of your images with an outline.

Actually, I have been adding a 1 Pixel border to ALL of my screenshots at the point that I create the Lesson. They are then used in ALL of the export options, since the changes are part of the actual screenshot image.
I have setup Irfan View as my External Editor.
I click on each image and choose Edit in External Editor
When Irfan View is open, I go to Image/Change Canvas Size
I have set the Border Dimensions to 1 pixel and chosen Black as the border color.
I then go to File/Save (original folder) and tell it Yes when it asks if I want to replace the file...
BTW, I use PNGs in the lessons, but I save an unannotated JPG (in a separate folder) at the same time... it just takes a couple of extra clicks in IrfanView.
This means I have 2 complete sets of the screenshot images for each lesson, both annotated and unannotated.
I now do this at the end, when the Lesson is complete. I tend to save up a bunch of lessons and do them all at once, in front of the TV. ;-) (Mindless work, ya know! LOL)

I do this right in SS by simply annotating the original shot. I just create a rectangle with the Border active (set desired width/color - corner radius should be 'square' with no rounding) and the Fill inactive. Then, I just expand the rectangle size to the full height/width of the shot. Now the shot appears as though it has a border.
This works most reliably with the image size initially set to 100% and "Scale Annotations" enabled. Once the rectangle is placed, the image can be re-sized and the rectangle will re-size accordingly.
